EXPLANATION OF THIS CALL TO ACTION

The health reform our coalition has endorsed and worked for is a public
system—-one in which the ONLY insurer is a government fund, just like
Medicare, only it would cover everyone. But it is clear that neither our
President nor the Congressional leadership will champion, much less deliver,
single payer universal medical insurance.

HOWEVER, the health care reform bill passed by the U.S. House of
Representatives last year did provide for a "public option," a small step in
the right direction. The Senate version did not. Nor will the House version
prevail as long as it takes only 40 Senators, not 50 Senators, to block
legislation using the threat of a filibuster.

BUT THERE IS A WAY TO BY-PASS THE FILIBUSTER AND PASS LEGISLATION IN THE SENATE
WITH A SIMPLE MAJORITY (51 VOTES). IT’S CALLED THE RECONCILIATION PROCESS.

As reported in the May 2009 CWPP newsletter, when differences between the House
and Senate versions of the 2010 budget resolution were worked out, a key
provision of the House version called “reconciliation” prevailed. It stated
that appropriation bills that would later emerge from the Education and Labor
Commitee, the Energy and Commerce Committee, and the Ways and Means Committee
would need only majority votes in both chamber to pass (with certain deficit
spending limits).

What we now need to do is persuade President Obama and the Democrats in control
of the House and Senate to use the reconciliation process to get through
Congress the best health care bill.

The precise nature of the reconciliation procedure is a bit complex. If you
want to understand it, use the following link to get to the explanation written
by U.S. Representative Louise Slaughter, current chair of the House Committee
on Rules. You’ll learn there that Republicans used the procedure frequently
during the Reagan years and when they controlled Congress during the Clinton
years.
